I think Qx is a pretty big part of vilains check calling range on the flop and therefor I would not bet the turn. I also think that at the 15$ level not many people fold Qx on the river when your this shallow (once he check calls turn I think he pretty much always has Qx).
Cbet is ok in flop, turn is a blank, readless stop the agression :P ull only get called by better hands.
