You need to think about what

You need to think about what villain is c/rsing with on this board. Is villain c/rsing draws a lot on this type of flop. If so then you can put in a raise to get an idea of where he is at as he will likely flat his draws and weaker TP type hands, and re rse 2 pair/trips for value and protection.

I think

i'm shoving let him call poorly with the draws and too make all his TP hands get in on the flop instead of freezing up on some turns

the times i would flat here would be like QcTd because it blocks some overs he likely has on most of his check raise bluffs.

If the flush hits the turn we will also be able to call with hands that can redraw to better flushes, not just a pure bluff catcher vs a hand like Jc9h that might turn as many as 14 outs against our specific hand.
